Are nuisance algae toxic to fish and invertebrates?

Not in the accepted sense of the word. However, as a result of photosynthesis, massive growths can deprive livestock of vital oxygen during darkness, leading aquarists to attribute (wrongly) any deaths to “toxic” algae.
